DOLE LAGUNA ENDS SCAM AND ILLEGAL RECRUITMENT OF CONTRACTOR IN SAN PEDRO
Their Facebook Page says it all. You will see nothing but angry
comments from their victims venting their ire at AZZ Human Resources and
Management Services Corporation. All were duped in parting with their
cash for job referrals.
Staff of the agency would distribute flyers in the streets to convince anyone looking for a job. The hapless victim would then be made to pay for P350 for processing and ID (Lifetime membership), pay P950 for a medical at their accredited clinic and pay P900.00 more for miscellaneous fees. The victim would then be issued a referral letter.
When DOLE Laguna Director Milagros Mata received a report of the illegal activities of the contractor from San Pedro PESO Manager Engr. Lauren Hernandez due to numerous complaints, she immediately formed a quick reaction team to conduct surveillance, verification and compliance visit.
Proper coordination was made by the LPO staff with the office of the PESO Manager and the barangay officials of Bgry. Nueva, San Pedro, Laguna on June 13, 2016 when the anti-illegal recruitment operation was undertaken.
True enough, the staff of AZZ was caught red handed handing out flyers and recruiting unwary applicants in their branch at San Pedro Laguna.
The LPO Labor Law Compliance Officer together with the PRPA Focal
conducted joint assessment and interviewed the staff and applicants for
that day. Affidavits were taken from the victims as well as pieces of
evidence from the branch office. PESO staff provided support and
assistance while the barangay police maintained order.
The victims and the branch manager then proceeded to the barangay where they agreed to the refund of the fees collected. However on the agreed date, no refund was given; hence, the branch manager and its staff were hauled off to the San Pedro Police station where again an agreement was reached for the refund of the fees collected. In spite of ample time given, no refund was made by the company.
To put an end to the scam and illegal activities, DOLE Region IV-A Director Ma. Zenaida A. Angara-Campita issued on August 3, 2016 an Order finding AZZ Human Resources and Management Services Corporation engaged in illegal operation as Private Recruitment and Placement Agency (PRPA) under Article 38 of the Labor Code as amended and illegal charging of processing Fee (P350.00) and Deployment Fee (P900.00) under Article 32 of the same Code.
The contractor was likewise ordered to Cease and Desist from recruitment activities effective upon the date of the Order. The contractor was ordered to refund the amount of Php37,960.00 collected from 25 applicants. It also recommended the cancellation of the DO18-A registration and Business Permit of the contractor.
Department Order 18-A Series of 2011 prohibits a contractor from engaging in private recruitment and placement activities. A DO 18-A registered contractor is also prohibited from charging any fees from applicants. Such acts are grounds for cancellation of its DO 18-A Certificate of Registration.
PD Mata stands firm in the drive against illegal recruitment by stating that “we will never tolerate such nefarious activities of persons victimizing hapless job applicants, they may have the chance to operate in Laguna but we will never miss the chance to put an end to their illegal activities”. She also thanked the Local Government of San Pedro Laguna through its PESO Manager for the support given to DOLE Laguna in its anti-illegal recruitment operation.
